Washington rules

Is a home elevator regulated in Washington?

Who oversees elevators: Washington State Department of Labor & Industries (L&I), Elevator Program.

Elevators in private homes

A permit, pulled by a licensed elevator contractor, and a state inspection are required for new, altered or relocated single-family home conveyances. No annual inspection or operating certificate is needed unless the owner asks for one (WAC 296-96-01045).

Installer licences

Companies: Yes. L&I issues elevator contractor licenses (RCW 70.87.240), and only elevator contractors can get permits for private residence conveyance work (RCW 70.87.080).

Mechanics: Yes. L&I issues elevator mechanic licenses (RCW 70.87.240). Owners doing their own maintenance on a home conveyance are exempt (RCW 70.87.305), but installation, alteration and repair need a license.

Our reading of Washington’s own statutes and agency pages, checked September 2026. Your city or county may add its own permit and inspection rules – ask your local building department. This is not legal advice.
